Job summary

Parsons is seeking a Senior Technical Operations Advisor to provide expert technical, operational, and strategic support to the ODPCA. You will help shape cyber workforce policy, training, and force design in collaboration with US DoD organizations.

The role requires extensive DoD cyber experience, leadership in advisory capacity, and the ability to translate complex findings into policy and readiness improvements.

Qualifications

• Bachelor’s degree from an accredited university in any relevant field.
• Expert-level certification such as GPEN, GXPN, OSCP, GIAC or equivalent.
• 15+ years of experience in offensive and/or defensive cyberspace operations.
• Expert-level experience emulating adversary tactics, conducting vulnerability assessments and penetration testing.
• Deep understanding of CMF, CPT, CSSP missions and DoD Red Team methodologies.
• Ability to advise on policy development and actionable recommendations for the DODIN.
• Knowledge of cyber threat intelligence and operational technology environments.
• Active Top Secret clearance with SCI eligibility.

Responsibilities

• Conduct deliberate analysis supporting the development of DoD cyber workforce and readiness policy guidance.
• Assist the ODPCA in implementing, leading, and sustaining DoD cyber operations forces strategies and initiatives.
• Support the implementation, leadership, and oversight of ODPCA cyber workforce priorities and tasks across the Department.
• Evaluate the execution and performance of cyber workforce and Cyber Operations Forces programs for compliance.
• Prepare and deliver technical briefings and recommendations to ODPCA leadership and senior DoD stakeholders.
• Provide analytical and strategic support for Defensive Cyber Operations and policy enhancements addressing DoD infrastructure.
