Job summary

The City of Oakland's Cultural Affairs Division seeks a Program Analyst III to advance arts funding, policy, and partnerships. You will coordinate grants, contracts, budgets, and community engagements, representing the division at public meetings and events.

You'll lead complex projects, supervise staff, analyze program impact, and prepare reports for City leadership, advisory bodies, and the public, shaping Oakland's cultural landscape during growth and rebuilding.

Qualifications

• Experience in grant development and administration.
• Experience supervising staff.
• Data analysis and reporting skills.

Responsibilities

• Represent the division publicly at meetings, events, and conferences.
• Lead cultural programs and pilot initiatives.
• Develop and manage funding and grants, including identifying external funding opportunities; write and manage grant proposals.
• Oversee contracts and program budgets, monitor expenditures, ensure compliance.
• Analyze program data and prepare clear reports for leadership, boards, funders, and the public.
• Supervise Program Analyst II staff and interns, guiding priorities and professional development.
• Support division strategy with leadership and coordinate agendas for the Cultural Affairs Commission.
