Job summary

The Chicago Housing Authority seeks an experienced Counsel to protect its legal interests, represent CHA in state and federal courts and administrative hearings, and advise CHA departments. The role includes supervising the legal staff, managing cases, and addressing HCV-related litigation, fair housing matters, and other related disputes.

Qualifications

• Juris Doctor degree, admission to Illinois bar in good standing.
• Minimum of ten (10) years of litigation experience, including writing briefs, motions, and engaging in oral advocacy.
• Willingness to learn new substantive areas to serve CHA’s needs (e.g., HCV related litigation).
• Integrity, strong work ethic, sound judgment, and excellent communication skills.

Responsibilities

• Handling all aspects of litigation and serving as lead and trial counsel in state and federal court and in administrative forums.
• Supervising attorneys and non-attorney personnel in HCV hearings and litigation, including training and reviewing work product.
• Evaluating disputes in pre-litigation stage to determine appropriate action for favorable resolution.
• Providing research, analysis, and counsel related to federal/state housing law, CHA policies, and municipal ordinances.
• Advising client departments on achieving goals in compliance with policies, rules, and law.
• Assisting Deputy General Counsel and other members of the Office of General Counsel as needed.
• Assisting in managing matters in the HCV program, including supervising attorneys and reviewing work product.
• Performing additional duties to meet CHA needs.
