Qualifications

• Graduate from an accredited law school with a JD and admission to the Indiana Bar.
• Experience in state/federal agency, local government, or in-house counsel preferred.
• Minimum 7 years as a licensed attorney in related fields.
• Strong judgment when working with executive staff and stakeholders.
• Experience reviewing, approving, or drafting contracts, leases, regulations, MOUs, and similar documents.
• Administrative law experience and familiarity with open records and board relations.

Responsibilities

• Provides direct supervision to the Advisory Division’s attorneys and oversees complex matters.
• Drafts and reviews formal and informal communications to state agencies and executive staff.
• Participates in executive staff meetings and strategic planning initiatives.
• Manages workload and personnel performance within the Division.
• Offers recommendations on workflows, processes, and matters affecting executive decision making.
• Assists in responding to public access requests and in evaluating administrative rules.
• Reviews and approves complex contracts and other legal documents.
• Negotiates complex agreements on behalf of the Office and state agencies as needed.
• Advises the Chief Counsel and Executive staff on legal opinions and proposals; assists in training staff.
• Analyzes legislation and drafts amendments for legislative consideration; maintains relationships with stakeholders.
