Decima International is seeking a Senior Cost Manager to lead cost control across a broad portfolio of infrastructure, technology, and construction projects. This client-facing role requires deep expertise in cost governance, forecasting, and reporting, with the ability to mentor regional teams.

The role emphasizes collaboration with senior stakeholders and engineers to ensure financial discipline and budget alignment throughout the project lifecycle, in a fast-paced environment.

Qualifications

• 10+ years of cost control or cost engineering experience in construction, infrastructure, or related industries.
• Bachelor’s degree in Construction Management, Civil Engineering, Finance, Accounting, or related fields.
• Experience in hyperscale data centers or large-scale mission-critical projects.
• Extensive experience using cost management software and tools such as SAP and Microsoft Excel.
• Advanced knowledge of cost management principles, including forecasting, variance analysis, change management, and financial reporting.
• Proven success in managing large-scale project budgets and resolving complex cost discrepancies.
• Strong ability to interpret financial data, develop insights, and communicate findings clearly to technical and non-technical audiences.
• Excellent communication and presentation skills with a proven ability to engage with clients and senior management.
• Strong organizational skills, attention to detail, and ability to manage multiple priorities across different project teams.
• Proficiency in Microsoft Office Suite.

Responsibilities

• Lead and oversee regional/project cost control functions, ensuring accuracy, consistency, and compliance across all projects.
• Develop and maintain robust cost control systems and tools, including project cost reports, forecasts, EVA, and change management procedures.
• Coordinate with regional project managers, engineers, and financial teams to monitor data, identify variances, and guide corrective actions.
• Review and present monthly and quarterly cost performance reports to senior leadership, highlighting EVA, variances, and trends.
• Oversee tracking of performance against budgets and schedules across multiple sites, identifying risks and approving financial strategies.
• Supervise advanced cost analysis and scenario modeling to support executive decisions.
• Manage preparation and review of regional/project proposals, estimates, and budgets, ensuring accuracy.
• Oversee management of change orders across regional projects, ensuring documentation integrity and budget reflection.
• Support and advise on contract negotiation and administration with subcontractors, vendors, and suppliers.
• Review and approve contractor invoices and payments to ensure contractual compliance.
• Ensure alignment of all regional cost control activities with internal policies and industry best practices.
• Contribute to business development by supporting proposals and contract negotiations.
• Mentor, manage, and develop junior cost control personnel within the region.
• Perform other related duties as required.
