Turner & Townsend is seeking a Cost Manager / Quantity Surveyor to join our team for a large-scale, multi-year campus development program in Reeves County, TX. The ideal candidate will be driven, focused on delivering excellence, and align with Turner & Townsend’s values.

The role involves managing estimating, cost reporting, cost control, invoicing, and final accounting across multiple phased works with strong client engagement.

Qualifications

• Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related field.
• Minimum 3–5 years of relevant experience in a cost management role within the construction industry.
• RICS accreditation or working towards it is advantageous.
• Experience supporting cost management on medium to large-scale, multi-phase construction programs.
• Construction consultancy experience is strongly preferred.
• Good knowledge of construction industry technical matters including procurement routes, value management, and value engineering.
• Strong communication and stakeholder management skills.

Responsibilities

• Advise the client on procurement and commercial strategies, manage prequalification of vendors, assess proposals, bids, and bid leveling documents, and chair bid interviews.
• Manage estimating services for full project lifecycle by developing detailed estimates and reviewing junior staff work.
• Manage cost reporting by establishing reporting schedules and presenting cost reports and forecasts.
• Manage cost control processes by reviewing payment applications and change orders, and addressing disputes across workstreams.
• Oversee invoicing processes to align with project cash flow and funding approvals.
• Benchmark performance against similar projects and apply market data for competitive cost positioning.
• Handle final accounting processes including post-contract audits and close-outs.
