Urban Engineers is seeking an experienced Senior Cost Estimator to join the Construction Services Department in the Baltimore region. The role supports a major rail program and provides project controls expertise across the transportation portfolio, including scheduling and team coordination.

Qualifications

• Minimum 10 years of progressively responsible experience in project controls, construction cost estimating, scheduling, or related disciplines supporting complex heavy civil, rail, transit, or transportation infrastructure projects, including 5 years in passenger rail or related modes.
• Contractor-side construction experience or knowledge of construction means and methods, production rates, crew development, estimating, and sequencing preferred.
• Experience coordinating multidisciplinary project teams and working with cost estimating, scheduling, risk, and other project controls personnel.
• Bachelor's Degree in Engineering, Construction Management, or related technical field preferred.
• Professional certifications in cost estimating, scheduling, project controls, construction management, or project management desirable but not required.
• Working knowledge of HCSS HeavyBid or comparable estimating software to review estimates and provide hands-on estimating support.
• Familiarity with Oracle Primavera P6 and CPM scheduling principles for reviewing schedules.
• Experience with Microsoft Office Suite.
• Experience with Bluebeam or similar software.
• Excellent oral, written, and interpersonal skills.
• Experience with alternative project delivery methods (CMAR/CMGC, Progressive Design-Build, Design-Build) or similar.
• Experience participating in cost and schedule reconciliation meetings and workshops with owners, contractors, designers, and stakeholders.
• Ability to coordinate multidisciplinary teams while providing hands-on cost estimating, scheduling, and project controls support.
• Ability to develop client relationships, lead meetings, resolve issues, and assume responsibility for project delivery.

Responsibilities

• Assist the Project Manager in day-to-day project controls for a major rail program.
• Coordinate multidisciplinary project controls team including cost estimators, schedulers, and risk professionals.
• Interface with client, project team, contractors, designers, and stakeholders on cost, schedule, and risk matters.
• Provide hands-on support in cost estimating and project controls, with scheduling as needed.
• Support development and review of detailed construction cost estimates using HCSS HeavyBid.
• Review CPM schedules in Oracle Primavera P6 and assist Lead Scheduler.
• Coordinate cost and schedule reviews, reconciliations, and risk workshops.
• Integrate cost, schedule, and risk analyses to support project decisions.
• Support client and contractor workshops, technical reviews, and value engineering.
• Ensure deliverables are technically consistent, complete, and compliant.
• Prepare Basis of Estimate, technical memos, schedule reviews, and meeting materials.
• Collaborate with Project Manager on workload planning, deliverables, and client communications.
• Represent project leadership in client and technical meetings when required.
