Job summary

Orange County Government is seeking an experienced procurement professional to review, analyze, and enforce formal written contracts for professional services, goods, and construction projects. You will ensure procurement procedures align with federal, state, and county laws while applying independent judgment under limited supervision.

Qualifications

• Bachelor's degree from an accredited institution in Accounting, Finance, Public Administration or a closely related field.
• Three (3) years of experience reviewing, preparing and/or monitoring procurement contracts, auditing financial/grant/service contracts, auditing and reviewing proposed contracts/grants, or monitoring and evaluating compliance.
• In lieu of the degree requirements, additional relevant experience may be substituted on a year-for-year basis.
• May be required to possess and maintain a valid State of Florida Driver's License by date of hire.

Responsibilities

• Provides guidance on Good Faith Effort requirements, compliance reporting, bid evaluation results, and subcontract provisions.
• Evaluates construction bids.
• Coordinates pre-bid/proposal conferences, oral presentations, selection meetings, and evaluation processes.
• Assist divisions with award criteria development, professional service contract negotiations, and resolution of conflicts.
• Monitors contractor, consultant, vendor, and provider performance through compliance reviews and site monitoring.
• Develops and maintains procedures, databases, and tracking systems for contract administration.
• Attends pre-bid and pre-construction meetings to inform bidders about SBE requirements.
• Reviews SBE Subcontract agreements for contract compliance.
