SUMMARY:
The Senior Contract Analyst will support the Defense Health Agency (DHA). DHA is responsible for the effective execution and operation of the Department of Defense (DoD) medical mission, which is to provide medical services and support to specified categories of individuals entitled to DoD medical care.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Exceptional knowledge of all phases of acquisition management.
- Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
- Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
- Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.
- Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.

EDUCATION AND EXPERIENCE:
Requirements:
- A Bachelor's Degree with a major in any field is required.
- Extensive knowledge or understanding of direct Federal procurement experience, serving as an actual Federal Government employee (not Contractor) in 1102 series (or equivalent) as a contract specialist or procurement analyst. Extensive experience in a capacity equivalent to the 1102 series will be accepted.
- Minimum 10 years of direct Federal procurement experience, including:
- At least 5 years as a Federal government employee (not Contractor) in 1102 series (or equivalent) as a contract specialist or procurement analyst.
- Additional 5 years supporting Federal procurements in a similar capacity.
- Minimum 10 years of experience with all phases of acquisition management.
- Minimum 3 years of experience with price and cost analysis to review proposals and determine reasonableness.
- Minimum 3 years of experience with fact-finding, analysis, resolution of complex problems, and developing action plans.
- Ability to provide expert technical advice, staff coordination, and consultation.
- Experience with federal contract writing systems is required for specific locations.
- Knowledge of Federal and DOD acquisition procedures is desired.
- Contract writing system PD2 experience is preferable.
- Effective communication skills, both verbal and written.
COMPUTER SKILLS:
- Proficiency in operating a personal computer and standard office equipment.
- Proficient in MS Office, MS Project, and Adobe Acrobat.
CERTIFICATES, LICENSES, REGISTRATIONS, CLEARANCE:
- Eligibility to obtain and maintain a DoD Secret security clearance if required by contract.
PHYSICAL DEMANDS:
- Ability to sit at a workstation for extended periods, use hands to handle objects, reach, talk, and hear.
- Ability to work on a desktop or laptop computer for extended periods, reviewing and analyzing information.
- Occasional lifting of weights less than 15 pounds may be required.
