Job summary

Construction Material Testing seeks a Construction Quality Manager III to direct quality across a major program with Quality Managers and inspectors reporting to you. You own the site quality management system, audits, and the development of every QC person on the program, coordinating with owner quality teams and auditors throughout the project.

You will lead the program's QA strategy, approve QC plans and qualifications, and drive corrective actions while reporting metrics monthly.

Qualifications

• 10+ years in construction quality with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC special inspector(s), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third‑party audits.
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
