Job summary

Construction Material Testing is seeking a Construction Quality Manager III to direct quality across a major program and oversee Quality Managers and inspectors. You will own the site quality management system, the audit program, and the relationship with the owner's quality organization, while developing every QC person on the program.

Responsibilities include establishing the quality management system, directing QA across projects, leading audits, and reporting metrics to program leadership.

Qualifications

• 10+ years in construction quality; 5+ years leading quality programs and staff.
• USACE CQM-C or senior certification: ICC Special Inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and maintain the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own corrective-action program; approve quality control plans, ITPs, and lab/inspection subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
