  • 4–10 years of related experience or equivalency.
  • Comprehensive knowledge of residential building systems and rehabilitation experience.
  • Strong leadership and supervisory experience.

Responsibilities

  • Oversee administration, implementation, and oversight of residential rehabilitation and related programs funded from multiple sources.
  • Manage all phases of rehabilitation projects: inspections, scope development, cost estimating, contractor procurement, construction oversight, funding compliance, closeout.
  • Ensure compliance with HUD, NYS HCR, CDBG, HOME, Lead Hazard Reduction and other program requirements.
  • Serve as liaison between homeowners, contractors, funding agencies, officials, consultants, and stakeholders.

Senior Construction Program Manager

Grade 6 ($65 90K annually) Full Time (35 hrs/week)

Summary Of Duties

The Senior Construction Program Manager is responsible for the administration, implementation, and oversight of residential rehabilitation, home repair, accessibility modification, weatherization, and housing improvement programs funded through federal, state, local, and private funding sources. The position manages all phases of rehabilitation projects, including property inspections, scope development, cost estimating, contractor procurement, construction oversight, funding compliance, and project closeout.

The Senior Construction Program Manager ensures compliance with applicable regulations associated with funding sources including, but not limited to, the U.S. Department of Housing and Urban Development (HUD), New York State Homes and Community Renewal (HCR), Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Lead Hazard Reduction, and other housing rehabilitation programs.

The position serves as a primary liaison between homeowners, contractors, funding agencies, municipal officials, consultants, and community stakeholders to ensure projects are completed on time, within budget, and in accordance with all program requirements.

Supervisory
  • Supervises Sr/Housing Construction Specialists and Administrative staff.
  • Assign workloads and monitor employee performance.
  • Interviewing, hiring, provides coaching, training, and professional development.
  • Conduct performance evaluations and manage disciplinary actions if necessary.
  • Carries out supervisory responsibilities in accordance with the organizations policies, procedures, and applicable laws.
Education And/Or Experience

Bachelors degree in one of the following fields listed below preferred, or four to ten years related experience or an equivalent combination of education and experience. Comprehensive knowledge of residential building systems (structural, electrical, plumbing, etc.) and demonstrated experience with residential construction and rehabilitation. Leadership experience is also required.
