Job summary

Belmont Housing Resources for WNY, Inc in Buffalo, NY seeks a Senior Construction Program Manager to oversee residential rehabilitation programs funded from federal, state, local, and private sources. You will manage all project phases, ensure regulatory compliance, and coordinate with homeowners, contractors, and agencies to deliver projects on time and within budget.

The role requires a bachelor’s degree in a related field (or 4–10 years of relevant experience) and strong leadership

Qualifications

• Bachelor’s degree preferred in Construction Management, Architecture, Engineering, Building Construction Technology, Urban Planning, Community Development, Public Administration, Business Administration or related field.
• 4–10 years of related experience or equivalency.
• Comprehensive knowledge of residential building systems and rehabilitation experience.
• Strong leadership and supervisory experience.

Responsibilities

• Oversee administration, implementation, and oversight of residential rehabilitation and related programs funded from multiple sources.
• Manage all phases of rehabilitation projects: inspections, scope development, cost estimating, contractor procurement, construction oversight, funding compliance, closeout.
• Ensure compliance with HUD, NYS HCR, CDBG, HOME, Lead Hazard Reduction and other program requirements.
• Serve as liaison between homeowners, contractors, funding agencies, officials, consultants, and stakeholders.
