Job summary

Tampa Bay Water is seeking a Construction Manager to lead the Construction Department and oversee major capital and maintenance projects that support the Agency’s water infrastructure. The role ensures construction activities comply with contract provisions, regulatory requirements, and agency standards while coordinating with multiple stakeholders.

Responsibilities include supervising project managers and inspectors, managing consultants and contractors, and guiding risk and schedule

Qualifications

• Eight (8) years of progressively responsible experience in construction management, contract administration, or engineering design with oversight of projects, consultants, and contractors.
• Two (2) years of verifiable experience managing or leading professional staff, including workload planning and performance management.
• Experience overseeing major construction projects typically valued between $1,000,000 and $10,000,000 with schedule, cost control, and risk management.
• Thorough knowledge of construction practices, interpreting engineering plans, specifications, and construction documents.
• Knowledge of cost estimating, change management, and construction contract administration.
• Experience coordinating multi-disciplinary teams in public-sector, utility, or infrastructure environments.
• Strong analytical, problem-solving, and decision-making skills; proficient with MS Office/PM tools.

Responsibilities

• Lead and manage the Construction Department and oversee capital and maintenance construction projects.
• Establish and enforce construction management standards, procedures, and best practices for in-house and outsourced work.
• Provide senior-level supervision and strategic direction to project managers and inspectors; manage consultants and contractors.
• Collaborate with project managers, engineering leads, operations staff, member governments, and regulators.
• Oversee contract administration from approval through closeout; manage selected projects as assigned.
• Develop and maintain construction management procedures to ensure compliance with policies and requirements.
• Provide oversight of budgets, schedules, change management, and contractor claims.
• Coordinate with stakeholders and ensure safety programs at construction sites.
