GoldenWolf is seeking a Senior Construction Management Representative (CMR) to support the Department of Veterans Affairs at the National Cemetery of the Alleghenies in Bridgeville, Pennsylvania. Project Duration: 12-Month Base Contract and Two 3-Month Option Periods Available.
Project Status: COA (Contingent on Award).
Work Hours: 40 hours per week during normal business hours, with availability to work after normal duty hours, on nights from 5 PM to 7 AM, and/or on weekends if/when required.
Responsibilities
- Perform daily field inspections of civil, site, utility, landscaping, and building construction activities.
- Monitor contractor performance for compliance with plans, specifications, codes, and contract requirements.
- Review contractor submittals, RFIs, schedules, testing reports, and construction documentation.
- Support construction contract modifications and change order administration.
- Review contractor pay applications and provide recommendations for approval.
- Monitor progress schedules and identify potential delays and risks.
- Conduct weekly safety inspections and prepare written reports.
- Track deficiencies, punch list items, and corrective actions.
- Coordinate testing, commissioning, utility inspections, and agency inspections.
- Maintain project records, reports, photographs, and as-built documentation.
- Assist with final inspections and project closeout activities.
Required Qualifications
- U.S. Citizen (per contract requirements).
- Bachelor's degree in Construction Management, Engineering, Architecture, Construction Science, or a related field with a minimum of 2 years of experience working with a construction management team.
- Or a combination of training (Relevant advanced training, professional registration, or certifications, including but not limited to Certified Construction Manager, Construction Quality Management, EIT, PE, RA, PMP, NICET, or similar credentials) and 5 years of experience as a Superintendent or similar position.
- Ability to obtain and maintain a NACI clearance.
- Experience with the construction management software Kahua.
- Experience with both horizontal and vertical construction (civil and facilities experience). Horizontal construction experience includes heavy civil engineering projects for land development, landscaping, utility infrastructure, water works, bridges, roadways/highways, and/or airfields. Vertical construction experiences include buildings or structures such as single- or multi-story facilities for private or public use.
- OSHA 30-hour construction safety certification.
- The ability to communicate fluently in English.
- Ability to work full-time on-site in Bridgeville, PA.
- Experience supporting construction projects in a field environment.
- Strong communication, documentation, and organizational skills.
Preferred Qualifications
- Experience as a Construction Management Representative, Owner's Representative, Construction Inspector, Superintendent, Resident Engineer Representative, or similar role.
- Experience with federal construction projects, including VA, USACE, NAVFAC, GSA, or DoD programs.
- Heavy civil/site development experience.
- Experience reviewing submittals, RFIs, schedules, change orders, and pay applications.
- Professional credentials such as: Certified Construction Manager (CCM), PMP, NICET, Engineer-in-Training (EIT), Professional Engineer (PE), and Registered Architect (RA).
Compensation will be based on experience, certifications, federal construction experience, and overall qualifications.
