Job summary

SteerBridge is seeking a Construction Manager – Construction Administrator (CM-CA) for on-site work at the Baltimore VA Medical Center. Position Overview

The Construction Manager – Construction Administrator (CM-CA) provides onsite construction management and administrative oversight for VA healthcare facility projects, specifically supporting upgrades at the Baltimore Veterans Affairs Medical Center. Serving as the Contractor’s authorized point of contact with the Contracting Officer’s Representative (COR), the CM-CA ensures construction activities comply with project specifications, VA standards, codes, and Medical Center requirements through submittal review coordination, RFI tracking, schedule monitoring, field inspections, as‑built verification, defect identification, commissioning support, and claims assistance. The CM-CA applies sound professional judgment to evaluate technical documentation, assess constructability, identify deficiencies, ensure compliance with applicable local, state, federal, and VA design standards, and support successful project delivery while minimizing disruption to patient care, hospital operations, and ongoing medical services.

  • This is a full‑time, onsite position. Location: Baltimore Veterans Affairs Medical Center, 10 North Greene Street, Baltimore, MD.
  • Employees are expected to report to the designated work location during scheduled work hours.
  • Any required travel is the employee's responsibility and is not compensated unless otherwise required by applicable law.
  • The company does not provide a company vehicle. Employees must use their own transportation when travel is required.
Key Responsibilities
  • Serve as the Contractor’s authorized point of contact with the Contracting Officer’s Representative (COR) for assigned construction projects throughout all phases of project delivery.
  • Provide construction management and administrative oversight during project planning, design review, procurement, construction, commissioning, and closeout activities.
  • Coordinate and manage the submittal review process, ensuring General Contractor compliance with specification requirements and timely stakeholder reviews.
  • Review submittals on behalf of VHA to verify proposed materials and methods meet project specifications, VA standards, codes, and Medical Center requirements.
  • Document, track, monitor, and coordinate Requests for Information (RFIs) and responses throughout the construction period.
  • Review and monitor construction phase schedules with emphasis on milestone completions, phasing requirements, workflow, material deliveries, and inspection/testing dates.
  • Review drawings in advance of scheduled work to identify constructability concerns, coordination conflicts, access limitations, sequencing issues, and potential impacts to patient care or Medical Center operations.
  • Perform daily field inspections and compare installed construction work against approved drawings, specifications, submittals, shop drawings, RFIs, and authorized modifications; identify and document nonconforming work or discrepancies; notify the COR when corrective action or additional clarification is required; and monitor reported deficiencies through resolution.
  • Compile lists of defects and omissions from site inspections and provide them to the COR for determination of correction needs.
  • Identify construction deficiencies and present findings with supporting documentation, including experience presenting three similar projects demonstrating relevant construction management capability.
  • Provide field verification of as‑built drawings and assist with creation/updates of as‑builts to ensure accurate reflection of all changes.
  • Support Commissioning Agent and General Contractor with commissioning activities per the Whole Building Commissioning Process Manual.
  • Assist in development of courses of action for construction issues and provide troubleshooting support for field problems.
  • Monitor project financial data and budgetary cost accounting, including administration of construction contract change orders.
  • Participate in claims analysis and resolution services when required, including furnishing reports, preparing appeal files, and participating in negotiations.
  • Attend and support weekly/bi‑weekly progress meetings, follow up on Government actions, and maintain thorough records of occurrences for conflict resolution.
  • Serve as onsite lead for the contract team, overseeing all Task Order personnel and ensuring adherence to contract terms and conditions.
  • Report to the COR as necessary/appropriate and receive instructions on task requirements; contractors awaiting security clearance report daily for Visitor Badges.
  • Maintain marked‑up sets of project plans/specifications for future as‑built drawings and review Operational/Maintenance data and closeout submittals.
  • Ensure all assigned building systems and associated project work comply with applicable VA design criteria, federal, state, and local codes, industry standards, and facility operational requirements.
  • Perform all duties with consideration for patient safety, infection control, continuity of healthcare operations, and the unique challenges associated with construction within an occupied medical facility.
Reporting Relationships
  • Direct administrative report: Regional Manager.
  • Operational direction: Government Contracting Officer’s Representative.
  • Day‑to‑day supervision: Task Order Lead, providing onsite and remote oversight as applicable for assigned Task Orders.
  • No government employee supervises contract employees; no contract employee supervises government employees.
Required Qualifications
  • Bachelor’s degree in Construction Management, Engineering, or Architecture from an accredited institution OR 3 years of directly related construction experience as a substitute for higher education.
  • Minimum of three (3) years of progressively responsible construction experience with knowledge of construction practices, quality assurance, safety, schedule, cost, and change/information management.
  • Experience identifying construction deficiencies and presenting three similar projects demonstrating relevant construction management capability.
  • Demonstrated knowledge of building systems applicable to commercial, institutional, or healthcare facilities.
  • Demonstrated experience comparing installed construction work to approved drawings and documenting deviations, deficiencies, incomplete work, and corrective‑action status.
  • Working knowledge of applicable local, state, federal, and VA design criteria, building codes, life safety codes, and construction standards.
  • Professional experience reading/interpreting construction documents and communicating effectively with project construction team members.
  • Ability to manage facility construction projects including supervision of engineering, design, construction, schedule control, cost management, and program budgeting.
  • Proficiency with Microsoft Office Suite and common construction management, scheduling, and document management software (including VA CM software and Autodesk Build/ACC platform).
  • Eligibility to obtain a Public Trust Clearance and Veterans Affairs PIV badge.
  • Must be a United States citizen and obtain favorable National Agency Check (NACI).
Required Certifications & Training
  • 30‑hour OSHA Safety Training Class (within 60 days of award).
  • VA Cyber Security Awareness Training (within 5 days of VA computer issuance).
  • VA Privacy Awareness Training (within 5 days of VA computer issuance).
  • Completion of required ACC/Autodesk Build training through ProductivityNOW platform (within 12 calendar days of access grant).
  • Personal Identity Verification (PIV) card and background check (National Agency Check - NACI) for logical/physical VA access.
Preferred Qualifications
  • Experience supporting construction projects within occupied healthcare facilities or other mission‑critical environments.
  • Familiarity with VA design standards, Technical Information Library (TIL), Unified Facilities Criteria (UFC), NFPA standards, and applicable Joint Commission requirements.
  • Experience with commissioning, quality assurance/quality control (QA/QC), constructability reviews, and project closeout activities.
  • Demonstrated ability to manage multiple concurrent projects and priorities while working independently and collaboratively within multidisciplinary teams.
  • Strong written and verbal communication skills, including preparation of technical reports, field observations, meeting minutes, and construction management recommendations.
  • Knowledge of construction practices, QA procedures, safety regulations, schedule management, cost control, and change management.
  • Problem‑solving and troubleshooting expertise for resolving field construction issues.
  • Understanding of VA policies, design standards, The Joint Commission (TJC), and OSHA requirements.
Physical Requirements
  • Must be physically capable of conducting routine inspections and site walks throughout active construction environments.
  • Ability to walk, stand, climb stairs and ladders (as applicable), and access various areas of construction sites for extended periods.
  • Ability to work in mechanical rooms, utility spaces, and other industrial or construction environments.
  • Must be able to safely navigate uneven terrain, confined work areas, and changing site conditions.
  • May occasionally be required to lift, carry, push, or pull materials or equipment weighing up to 50 pounds.
  • Must be able to wear and properly use required personal protective equipment (PPE), including hard hats, safety glasses, high‑visibility clothing, gloves, and other job‑specific safety equipment. The company provides required PPE; employees are responsible for providing steel‑toed footwear, which is eligible for a one‑time reimbursement in accordance with company policy.

  • Work schedule: 8 hours per work‑day (251 normal working days/year), inclusive of night work (5 PM–5 AM EST) for Construction Managers.
