Job summary

GoldenWolf seeks an experienced Senior Construction Project Manager to deliver Construction Quality Management (CQM), QA, contract administration, and project oversight for the NMRC Building 8400 Envelope Renewal and Repair at Fort Detrick, MD.

Ideal candidates have 10+ years in federal construction, 3+ years in federal contract administration, USACE experience, and CQM/QA expertise, with EM 385-1-1 and OSHA 30 familiarity.

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
  • 10+ years of experience managing construction, renovation, modernization, or facility projects.
  • 3+ years supporting federal construction contract administration.
  • Experience with USACE projects and government reporting.
  • Experience with Construction Quality Management (CQM) and QA.
  • Familiarity with EM 385-1-1 and OSHA construction safety requirements.
  • Ability to obtain or maintain a NACI clearance.
  • Strong technical writing, cost analysis, and project documentation skills.
  • CQM-C Certification and OSHA 30 Certification are preferred.

Job description

Position Summary: GoldenWolf is seeking an experienced Senior Construction Project Manager to provide Construction Quality Management (CQM), Quality Assurance (QA), contract administration, and project oversight services in support of the Navy Medical Research Command (NMRC) Building 8400 Envelope Renewal and Repair Project at Fort Detrick, Maryland.

Work Period: One base year with one option year and an option 6-month extension.

  • Contract Administration & Primary Point of Contact
  • Serve as the single daily point of contact for contract administration.
  • Prepare correspondence for the facility manager, COR, and ACO signatures.
  • Utilize Corps of Engineers automated information systems as required.
  • Perform other duties as assigned.
  • Observe and report on assigned projects to government personnel.
  • Provide field surveillance and deliver detailed daily engineering and cost-related reports.
  • Deliver status reports on assigned projects to district leadership.
  • Summarize contractor submittals and provide outlines for government review.
  • Inform government personnel on progress percentages and alignment with payment schedules.
  • Implement government decisions, laws, regulations, and policy throughout project development.
  • Oversee construction, contract administration, and quality assurance in accordance with regulations.
  • Deliver quality assurance plans for assigned projects.
  • Analyze design and construction issues for contract compliance and provide engineering‑based recommendations.
  • Provide guidance on environmental harmony and resolving conflicting plan details.
  • Deliver opinions on schedule reasonableness, consistency, and proportionality.
  • Verify that work progress supports balanced monetary payments.
  • Prepare draft pricing for government estimates.
  • Deliver cost proposal analyses and draft cost/price analyses for audits.
  • Assist the government in preparing modification scopes, drawings, and specifications.
  • Deliver draft RFPs, modification documents, and pre‑negotiation objectives.
  • Participate in negotiations for price adjustments and changes.
  • Prepare draft correspondence related to quantities for progress payments.
  • Observe and report on Requests for Equitable Adjustment (REAs) and contractor claims.
  • Deliver technical findings and draft responses.
  • Provide recommendations on merit and assist as a resource in cost settlement negotiations.
  • Prepare files with supporting analyses for contracting officer decisions.
  • Deliver analysis supporting disputes or litigation.
  • Provide subject‑matter expertise on contract surveillance issues.
  • Deliver briefings to government representatives as required.
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience)
  • 10+ years of experience managing construction, renovation, modernization, or facility improvement projects
  • 3+ years of experience supporting federal construction contract administration
  • Experience working with the U.S. Army Corps of Engineers (USACE)
  • Experience with Construction Quality Management (CQM), Quality Assurance (QA), and project reporting
  • Familiarity with EM 385-1-1 and OSHA construction safety requirements
  • Ability to obtain or maintain a NACI Clearance
  • Strong technical writing, cost analysis, and project documentation skills
  • CQM-C Certification
  • OSHA 30 Certification
  • CE-SOHMS experience
  • Building envelope repair and restoration experience
  • Federal healthcare, laboratory, defense, or research facility construction experience
