Job summary

Harris County Flood Control District seeks a senior Construction Manager to lead delivery of large capital and maintenance projects across the district. You will direct staff, manage consultants, and ensure compliance with contracts, schedules, and budgets.

Responsibilities include coordinating with stakeholders, controlling costs, mitigating risks, and upholding safety and quality standards while guiding teams through pre-construction to closeout.

Qualifications

• Bachelor’s degree in Civil Engineering from an ABET-accredited institution.
• Minimum of ten years of progressive civil engineering experience including drainage/infrastructure work.
• Valid Texas PE license or ability to obtain within six months.

Responsibilities

• Lead construction delivery of multiple District capital, Bond Program, maintenance, partnership, and federally funded projects.
• Direct construction staff and consultants to meet schedule, budget, quality, and District standards.
• Oversee project transitions from pre-construction to closeout and manage risk, cost, and schedule.
• Coordinate with stakeholders, utilities, agencies, and contractors; lead meetings to resolve complex issues.
• Ensure safety, environmental compliance, and quality assurance across all projects.
• Provide mentorship and development for construction staff and engineers.
