Job summary

NYC School Construction Authority seeks a Senior Construction Assessment Specialist to perform complex reviews of project construction plans and cost schedules, ensuring coordination, budget adherence, and timely design-to-construction alignment.

The role involves managing scheduling workloads, reviewing contractor submissions, and guiding value engineering decisions to maintain project quality and efficiency within city standards.

Qualifications

• Four years of full time work experience preparing estimates or valuations of construction projects.
• Two years must be in an administrative or supervisory capacity.
• Bachelor's Degree.

Responsibilities

• Assist in the management of Scheduler’s workload.
• Ensure reviews are provided timely.
• Assist in maintaining Scheduling Unit Data base.
• Provide required reports to Management.
• Review Contractor Schedule and Time Extension submissions for accuracy and completeness.
• Work with stakeholders to obtain required information to complete reviews and reach settlements with the Contractor.
• Manage payments for all Consultants and manage the close out of Consultant Contracts.
• May participate in the performance review process.
• Make recommendations involving feasible alternative designs considering construction costs, estimated cost of maintenance, sustainability, energy use, life expectancy and replacement costs.
• Conduct qualitative and quantitative performance reviews of professional and technical consultants.
• Analyze deficiencies and identify appropriate corrective measures to be implemented based on review of design documents, estimates, and outside consultant's reports.
• Review change orders and ensure change order package is in compliance with the Authority policies and procedures.
• Record and report all significant deviations and potential problems that may affect budgets, quality, safety or schedule of construction projects.
• Interacts extensively with a wide range of consultants, contractors and governmental agencies to develop accurate and timely reports.
• May manage a range of internal and contractor staff on projects.
• May recommend policies and procedures on value engineering related subjects.
• May participate in setting performance standards for the engineering phase of new construction, renovations and system replacements.
