Parsons is seeking a Commissioning and Turnover Specialist to join the Owner’s Advisor team for the METC Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. You will coordinate owner-side commissioning, review plans and test procedures, and witness selected tests to ensure successful turnover of five dormitory facilities for up to 6,000 students.

• Bachelor’s degree in engineering or related field with 7+ years of experience, or an associate’s degree with 10+ years of experience.
• Experience commissioning building MEP systems and managing testing, deficiency logs, and turnover records.
• Coordinate multiple testing parties, interpret sequences of operation, and communicate unresolved risks.
• Must obtain unescorted access to JBSA Fort Sam Houston.
• Communicate effectively, maintain records, collaborate across disciplines, and manage project information.
• Maintain a one-team mentality among stakeholders.

Responsabilidades

• Coordinate owner-side commissioning and turnover assurance.
• Develop the owner’s commissioning oversight and turnover matrix.
• Review commissioning plans, tests, prerequisites, responsibilities, and testing schedules.
• Witness functional and integrated tests and close deficiencies.
• Coordinate utility, life-safety, mechanical/electrical, and FRCS evidence with specialists.
• Review O&M manuals, training records, asset data, warranties, test plans, and punch items.
• Prepare building readiness recommendations and plan workload coverage.
