Job summary

Parsons is seeking a Commissioning and Turnover Specialist to join our Owner's Advisor team for the METC Recapitalization Program at Joint Base San Antonio-Fort Sam Houston. You will support risk management, government interests, and the delivery of a multi-facility campus with complex testing and turnover milestones.

You will coordinate owner-side commissioning, review plans, witness tests, and collaborate with government leaders, designers, and contractors to ensure safe, compliant, and timely

Qualifications

• Bachelor's degree in engineering or construction-related field with 7+ years of relevant experience, or an associate degree with 10+ years of directly relevant experience.
• Experience commissioning building MEP systems and managing functional testing, deficiency logs, and turnover records.
• Ability to coordinate multiple testing parties and interpret sequences of operation.
• Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
• Strong record-keeping, collaboration across disciplines, and communication of risks.

Responsibilities

• Coordinate owner-side commissioning and facility turnover assurance.
• Develop the owner's commissioning oversight and turnover matrix from the OPR and system boundaries.
• Review commissioning plans, test procedures, prerequisites, responsibilities, and testing schedules.
• Witness selective functional and integrated tests and track deficiencies to closure.
• Coordinate utility, life-safety, mechanical/electrical, and FRCS evidence with specialists.
• Review O&M manuals, training records, asset data, warranties, and punch items.
• Prepare building readiness recommendations and plan coverage for peak workloads.
