Job summary

Ouzinkie Native Corporation seeks a Cognos administrator to manage the Decennial Budget Integration Tool (DBiT) and related IBM Cognos Analytics infrastructure for a US Census Bureau contract.

The role requires strong Cognos expertise, security-conscious operations, and experience in Agile/Scrum within a government setting. Remote-optional with potential onsite work; comprehensive BI capabilities are offered.

Qualifications

• U.S. work authorization required.
• Bachelor's degree in Information Systems, CS, or related field; Master's preferred.
• 8+ years BI platform experience with Cognos Analytics.
• Expertise with the IBM Cognos Framework Manager, including data-source connections and package publishing.
• Experience administering Cognos on Windows and Linux servers, including security configuration.
• Experience with enterprise monitoring and incident response in a federal or regulated environment aligned to NIST standards.
• Familiarity with Agile/Scrum in a Government CI/CD environment.
• Experience producing SOPs and technical documentation.
• Must obtain and maintain any necessary security access and/or background checks.

Responsibilities

• Work in an Agile Scrum team to meet contract deliverables and milestones.
• Administer the IBM Cognos Analytics framework and related servers for performance, reliability, and security.
• Configure application servers such as IIS, install and patch COTS, and manage Cognos COTS administration.
• Serve as the Cognos super user for Framework Manager metadata modeling and publishing packages.
• Manage Cognos security, roles, and access per USCB policy.
• Use enterprise monitoring tools to drive SLA reporting and incident response.
• Coordinate with CSVD on monitoring tools and with OIS on vulnerability monitoring per NIST standards.
• Author and maintain SOPs for Cognos servers, apps, and framework.
• Manage CI/CD deployment activities for Cognos packages and reports.
