Job summary

Katmai Government Services is seeking an experienced Cognos Administrator to manage the IBM Cognos Analytics framework and related servers for the Decennial Budget Integration Tool (DBiT) contract with the U.S. Census Bureau.

You will configure Framework Manager metadata, oversee monitoring, security, and incident response, and author SOPs governing the Cognos environment. You will work in an Agile Scrum setting to deliver on program milestones, coordinate with CSVD and OIS for vulnerability

Qualifications

• Must pass Public Trust eligibility; US work authorization required
• Bachelor's degree in Information Systems, CS, Data Analytics, Engineering; Master’s preferred
• Eight (8)+ years of BI platform experience with senior Cognos administration
• Demonstrated expertise with Cognos Framework Manager for data source connections and modeling
• Experience administering Cognos on Windows and Linux servers, including security and access
• Experience with enterprise monitoring and incident response in a federal or regulated environment aligned to NIST standards
• Knowledge of Agile/Scrum practices in a Government CI/CD environment
• Experience producing SOPs and technical documentation
• Must obtain and maintain security access/background checks

Responsibilities

• Work in an Agile Scrum team to meet contract deliverables and milestones
• Administer the IBM Cognos Analytics framework and related servers for performance and security
• Manage IIS, COTS installation and patching, and Cognos COTS administration
• Serve as Cognos super user for Framework Manager metadata model and publish packages
• Administer Cognos security, roles, and access per USCB policy
• Use enterprise monitoring tools to drive SLA reporting and incident response
• Coordinate with CSVD and OIS on monitoring and vulnerability management per NIST
• Author and maintain SOPs for Cognos environment
• Manage Cognos tasks through ITSM tickets and Jira Kanban
• Support CI/CD deployment of Cognos packages and reports across environments
• Maintain code and configs in GitHub Enterprise with traceability
• Document requirements in Confluence and keep knowledge base current
• Participate in Agile ceremonies and daily standups
