Senior Cloud Implementation Manager

The Opportunity
CACI is seeking a Senior Cloud Implementation Manager to support the United States Coast Guard (USCG) through strategic cloud migration, secure implementation of enterprise systems, and cross-team coordination of cloud-based modernization initiatives. This role focuses on leading the delivery and deployment of cloud services in compliance with IL4/IL5 requirements and working closely with engineers, program managers, and stakeholders to drive outcomes aligned with USCG mission priorities.
Responsibilities
- Lead the end-to-end implementation of secure cloud infrastructure projects across Azure and AWS environments.
- Oversee and coordinate cloud platform rollouts, system integrations, and modernization efforts within IL4/IL5 environments.
- Develop implementation roadmaps, task breakdowns, and milestone tracking for delivery of cloud and cybersecurity capabilities.
- Manage daily project operations, risks, dependencies, and status reporting for senior leadership and customer stakeholders.
- Collaborate with cybersecurity and engineering teams to ensure secure cloud implementations follow NIST 800-53, STIG, and FedRAMP requirements.
- Facilitate onboarding plans, runbooks, and system configuration guides for mission owners transitioning to cloud platforms.
- Ensure cross-functional alignment and effective communication between engineering, DevSecOps, IA, and operations teams.
- Support and manage change requests, impact analysis, testing, and rollback planning in coordination with USCG CAB and stakeholders.
- Contribute to creation of artifacts such as Risk Management Framework (RMF) documentation, CONOPS, and Implementation Plans.
- Provide technical and programmatic briefings, customer demonstrations, and stakeholder engagements.
- Track technical KPIs and implementation success metrics to support quality assurance and continuous improvement.
Qualifications
- Active DoD Secret Clearance
- DoD 8570 IAT Level II certification (e.g., Security+ CE)
- Bachelor’s degree in Information Systems, Engineering, Cybersecurity, or related discipline
- 8+ years of experience managing IT implementations, migrations, or systems delivery programs
- 5+ years leading cloud deployment efforts in Azure and/or AWS environments
- Strong knowledge of RMF, STIGs, IL4/IL5 compliance, and secure infrastructure implementation
- Demonstrated ability to manage multiple stakeholders, prioritize competing demands, and track deliverables across hybrid teams
- Experience with Jira, Confluence, or similar tracking tools
- Familiarity with cloud-native technologies (Terraform, ARM templates, CloudFormation, CI/CD pipelines)
Desired
- PMP, PMI-ACP, or other project management certification
- Cloud certifications such as AWS Solutions Architect, AZ-305, or Certified Cloud Security Professional (CCSP)
- Familiarity with ATO documentation processes and federal cybersecurity mandates (FedRAMP, FISMA, CDM)
- Experience working directly with DHS or USCG cybersecurity programs
- Ability to lead customer onboarding initiatives and create onboarding documentation, RTMs, and technical handoff packages
- Exceptional written and verbal communication skills with the ability to interface with technical and executive audiences

The Proposed Salary Range For This Position Is
$82,100-$172,400
