Job summary

Foxxstem is seeking a Program Manager to lead complex civil engineering design projects, directing multi-disciplinary teams and ensuring on‑time delivery with regulatory compliance. The role combines technical leadership with project management, budgeting, and client engagement.

The candidate will oversee site layout, drainage, utilities, and stormwater analyses, while supervising QA/QC, preparing permit packages, and guiding staff development. Hybrid work in the United States is offered.

Qualifications

• Bachelor's degree in Civil or Structural Engineering.
• P.E. license required or obtained within 90 days.
• Minimum 10+ years of engineering design and project management experience.
• Experience in Transportation Engineering or Land Development.
• Technical engineering expertise.
• Microstation knowledge.
• Working knowledge of industry calculation software.
• Ability to manage project budgets, schedules, and fee structures.
• Strong written and verbal communication.

Responsibilities

• Lead and oversee civil engineering designer's efforts from concept to construction.
• Conduct QA/QC reviews for design accuracy and regulatory compliance.
• Produce technical reports, specifications, and permit packages.
• Provide engineering judgment and field support during development and construction.
• Serve as Delivery Manager on major infrastructure programs.
• Coordinate internal teams and external sub-consultants.
• Mentor engineers and develop staff.
• Act as key contact for clients and support business development.
