Job summary

FOXXSTEM DC LLC in Washington, DC, is seeking a Program Manager to lead complex civil engineering design projects, supervise multi-disciplinary teams, and ensure regulatory compliance, budget, and on-time delivery.

The role requires a PE license, 10+ years of experience in transportation or land development, strong client relations, and hands-on QA/QC, with Microstation and engineering software proficiency; hybrid work 3 days in office.

Qualifications

• Bachelor's degree in Civil or Structural Engineering and a PE license preferred or to be acquired within 90 days.
• Minimum 10+ years of engineering design and project management experience.
• Experience in Transportation Engineering or Land Development.
• Proficiency with Microstation and industry calculation software.

Responsibilities

• Provide technical direction for site layout, grading, and utilities.
• Oversee QA/QC reviews for design accuracy and compliance.
• Produce engineering reports, specs, and permit packages.
• Manage budgets, schedules, and fee structures.
• Serve as delivery manager on major infrastructure programs.
