Job summary

Hoar Construction is seeking a Senior Civil Engineer to serve as the Owner’s technical advisor on site development, land feasibility, and civil infrastructure. You will guide design strategy, oversee preliminary design, perform due diligence, and review EOR packages to optimize schedules and costs.

The role demands 10–15+ years of site civil experience, a PE license, and strong communication to summarize risks for executives. Travel to project sites is expected in a fast-paced environment.

Qualifications

• B.S. in Civil Engineering required.
• Active Professional Engineer (PE) license.
• 10–15+ years in site civil design or related fields.
• Experience with municipal, master planning, or heavy industrial projects.
• Strong due diligence, permitting, and communication skills.

Responsibilities

• Lead technical evaluations of candidate sites and assess risks before land purchase.
• Provide design oversight and peer review of civil packages from third parties.
• Evaluate site plans for constructability, codes, and cost efficiency.
• Lead value engineering on earthwork, pavements, and utilities to reduce CAPEX.
• Verify master site layouts for logistics, truck access, and rail requirements.
• Map permitting requirements and coordinate with authorities to maintain schedules.
• Act as neutral technical escalation between Owner, GC, and EOR.
