Job description

The City of Elk Grove is now accepting applications for the position of
SENIOR CIVIL ENGINEER

The City of Elk Grove is seeking an experienced and motivated Senior Civil Engineer to lead the Drainage Engineering section within the Engineering Services Division of the Public Works Department. The division also includes Construction Management and Public Works Permits sections, working together with the Drainage Engineering section, and other divisions, departments, and stakeholders across the organizations to support the City’s vital infrastructure.

The ideal candidate will bring significant expertise in hydrology and hydraulics, stormwater management, water quality practices, floodplain management, and the planning, financing (budget), design, and construction of municipal storm drainage systems. This person plays a key part in preserving and improving the stability and water quality in our local creeks and channels while reducing flood risk across the City. The ideal candidate is a collaborative leader with excellent project management, planning, problem solving, and communication skills.

Responsibilities include administering the City’s stormwater program, ensuring compliance with applicable federal, state, and local laws and regulations, and managing major drainage capital projects including an update to the Citywide Storm Drain Master Plan.

We are looking for someone with strong technical and leadership skills who can:

  • Review, prepare and analyze complex technical reports
  • Help prepare and manage operating and project budgets
  • Plan and manage major drainage capital projects and studies
  • Develop solutions, identify options and make sound, timely decisions
  • Supervise, train, evaluate and direct and review the work of other staff
  • Communicate effectively with all stakeholders
  • Coordinate internally, across departments, and with external agencies

An understanding of and familiarity with relevant regulations, permits, engineering principles and standards is essential. Experience with land development reviews, including entitlements, improvement plans, easements and drainage studies is highly desirable.

DEFINITION

Under general direction,leads, oversees, reviews, and participates inthe work of staff performingprofessionaland paraprofessionaloffice and fieldcivilengineeringduties;directs, manages, supervises, and participates incomprehensiveengineering projectsrelated tothedesign and construction ofCityinfrastructureandcapitalmaintenanceimprovements;confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; administers professional services and construction contracts; conducts a variety ofengineeringstudies and prepares and presents reports; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.Duties may vary depending on the assigned department and division as described in the job functions section.

CLASS CHARACTERISTICS

This is the advanced journey and/or lead level classification in theengineerseries responsible for performing the most complex work assigned to the series. Incumbentsregularly workon tasks which are varied and complex, requiring considerable discretion and independent judgment, and, for lead positions, provide lead direction to a work unit of lower-level staff.Incumbents may also exercise direct supervision over professional and non-professionalstaff.? Positions in the classification rely on experience and judgment to perform assigned duties.? Assignments are given with general guidelines and incumbentsare responsible forestablishingobjectives, timelines,and methods to complete assignments. Workis typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.This class is distinguished from theAssociate Civil Engineer class in that the former serves as project or team leaderand/or supervisorover lower-level staff and performs the most complex and highly skilled engineering work while the latter is the journey level in the registered engineer series.This class is distinguished from the Engineering Manager in that the latter has full management authority in planning, organizing, and directing the full scope of engineering activities within therespective division.

  • Serves as a staff liaison to City commissions, boards,and committees on engineering matters;representstheCityin meetings with members of other public and private organizations, community groups, contractors, developers, and the public.

  • Ensures staffobserveandcomply withall City and mandated safety rules, regulations, and protocols.

  • Performs related duties as assigned.

When assigned to Public Works:

  • Provides complex technical support for all phases of capital improvement and public works construction projects including planning, feasibility evaluation, coordination of environmental review, design, construction, and close-out.

  • Assistswith project management activities, including preparing or reviewing preliminary and final designs and specifications, developing requests for proposals and scopes of work, cost estimates, change orders, work plans, budgets, schedules, and baseline requirements, and contract negotiations and management.

  • Reviews construction plans prepared by consulting engineers and private contractors to verify compliance with City, State, Federal, and/or industry standards and requirements for construction infrastructure; checks plans for conformance with regulations regarding line, grade, size, elevation, and location of structures; reviews engineering calculations of other engineers or engineering technicians;approves and signs off on drawings and project documentsand may act as “Engineer in Responsible Charge” on assigned projects.

  • Leads andparticipatesin pre-design, construction, and utility coordination meetings.

  • Researchesfundingopportunities;coordinates and/or completes andsubmitsgrant applications; tracks grant funded projects and requirements; processes andmaintainspaperwork and reimbursement requests in compliance with funding and reporting requirements.

  • Initiates, conducts, and reviewsengineering studies and cost analyses for assigned projects;researchesproject design requirements; preparescomplexengineering calculations and estimates, preliminary layouts and specifications, and design work from field and survey data.

When assigned to Development Services:

  • Coordinates,reviewsand commentsonprivate developmentapplications andconstruction documents related to civil improvements to ensure compliance with City standards and requirements as related to roadway design, traffic/transportation, systems, storm drains, and storm water management, and coordination with water and sewer systems.

  • Coordinatesand reviewssubdivision maps, parcel maps and public easements to ensure compliance with City standards and Subdivision Map Act.

  • Issuespermits;reviewsand processesagreementsandproject related fees.

  • Coordinateswith developers, design engineers, contractors and construction inspectors during project design and construction.

  • Attendsandparticipatesin meetings and providescreative solutions.

  • Providescustomer service viaphone, in-person and through electronic means such asemail.

  • Reviews, meets, and conditionsproposed development projects.

  • Coordinateswith Public Works as necessary on the review and conditioning of development projects.

  • Participatesin orinitiatesand completestraffic studies(LOS and VMT) for development projects; evaluatessight distance,signageand striping; servesas the City’s in-house traffic/transportation modeler; servesas the Development Services liaisonto Public Works Traffic Division.

  • Reviewsdevelopment and building permits for conformance with City design standards, floodprevention ordinance, and impact to floodplains and providescomments.

  • Adviseson traffic control, geometrics, signing and illumination; provide advisoryassistanceand technical guidance on traffic-related matters to interested parties.

Education and Experience:

Bachelor's degree from an accredited college or university with major coursework incivilengineering or a related fieldandfive (5) years increasingly responsibleprofessionalcivilengineering experience.

Licenses and Certifications:

  • Possession of, or ability to obtain by the time of appointment,an appropriate, valid California driver’s license. This requirement may be waived for individuals who are unable to obtain a driver’s license due to a disability.

  • Possession of a valid registration as a Civil Engineer issued by the State of California OR if a registered Civil Engineer in another state, the ability to obtain registration as a Civil Engineer issued by the State of California within one (1) year of appointment.
