Job summary

Messer Fort is seeking a Senior Attorney in Frisco, TX to lead development finance work for North Texas districts, including PIDs, TIRZs, and Chapter 380 agreements. The role requires a Texas law license and substantial municipal practice experience, with direct city representation preferred.

The attorney will handle negotiations with developers, draft ordinances and agreements, and advise city councils. Remote arrangements may be considered for the right candidate, statewide matters anticipated.

Qualifications

• Seven or more years of experience in municipal, public, or local government law.
• Texas licensure and Texas law license in good standing required at hire.
• Direct experience representing Texas cities or other political subdivisions.

Responsibilities

• Public improvement districts: creation and administration of PIDs under Chapter 372 of the Texas Local Government Code and related agreements.
• Tax increment financing: creation and administration of TIRZs under Chapter 311 of the Texas Tax Code.
• Economic development: negotiation and drafting of Chapter 380 economic development agreements and related incentives.
• Developer negotiations: representing cities in negotiations with developers over district structures and development agreements.
• General city attorney work: ordinances, resolutions, contracts, and counsel to city councils and staff.
