Job summary

Town of Herndon is seeking a Supervisory Capital Project Program Manager to direct and coordinate the capital improvement program across Utilities and Facilities, including budget oversight and resource allocation. The role supervises two Program Managers and acts as the Town’s representative to external partners.

The position requires a Bachelor's degree in a related field, extensive capital project management experience, and professional certifications such as PMP or PE.

Qualifications

• Bachelor’s degree in civil engineering, construction management, public administration, or related field.
• Minimum seven years of progressively responsible experience in capital project management across multiple portfolios.
• Three years supervising other project or program managers.
• PMP certification or PE license, or CCM/CPM, or ability to obtain within twelve months.
• Valid driver’s license with acceptable record.

Responsibilities

• Plan and coordinate the town’s capital improvement program across the Utilities and Facilities portfolios.
• Direct budget planning and control for the consolidated capital program.
• Coordinate with PMO, end users, and other departments; provide escalation for complex issues.
• Oversee contracts and prepare specifications and RFPs.
• Lead and supervise staff; manage performance and recruitment.
