Qualifications

• Bachelor’s degree in civil engineering, construction management, public administration, or related field.
• Minimum of seven (7) years of capital project management across multiple portfolios.
• At least three (3) years supervising other project or program managers.
• PMP certification or PE license, or ability to obtain within twelve (12) months.
• Valid driver’s license with acceptable record.

Responsibilities

• Direct and coordinate the town’s capital improvement program across Utilities and Facilities portfolios, including scheduling and budget management.
• Escalate complex capital project issues and coordinate across departments and external partners.
• Monitor project progress for conformance with plans, and ensure regulatory compliance.
• Prepare cost estimates, perform cost-benefit analyses, and manage procurement of materials.
• Administer the consolidated capital program budget and ensure fiscal control.
• Oversee contract administration and development of contract provisions and RFPs.
