Job summary

American Water Works Association seeks a Supervisory Capital Project Program Manager to direct the Town’s capital improvement program across Utilities and Facilities. You will plan, budget, and allocate resources while supervising two Program Managers and coordinating with the PMO, end users, and other departments.

The role requires strong leadership, substantial experience in multi-portfolio capital projects, and the ability to ensure project delivery within regulatory and budgetary

Qualifications

• Bachelor’s degree in civil engineering, construction management, public administration, or related field.
• Minimum of seven years of progressively responsible capital project management experience across multiple portfolios.
• At least three years supervising other project or program managers.
• PMP certification or PE license, or relevant alternative certification, or ability to obtain within twelve months of employment.
• Valid driver’s license with acceptable record.

Responsibilities

• Plans, directs, and coordinates the Town’s capital improvement program across Utilities and Facilities portfolios; manages scheduling and budgeting.
• Serves as primary escalation point for complex cross-portfolio capital project issues; coordinates with PMO and operations.
• Monitors project progress for conformance to plans; ensures compliance with contracts and regulatory requirements.
• Prepares cost estimates, cost-benefit analyses, and coordinates procurement of materials and equipment.
• Oversees the consolidated capital program budget and ensures financial controls within parameters.

Education

Bachelor’s degree in civil engineering, construction management, public administration, or related field

PMP certification or PE license, or relevant alternative certification (e.g, CCM or CPM)
