Job summary

American States Utility Services, Inc. is seeking a Capital Program Supervisor to oversee complex water and wastewater capital projects across multiple sites.

You will lead a team of coordinators and inspectors, develop scopes and budgets, and coordinate with operations, engineering, and regulatory partners to deliver on time and within budget. The role requires a strong background in engineering or construction management, PMI/PE credentials, and at least five years of public works experience,

Qualifications

• Bachelor's degree required in engineering or construction management.
• PMI/AAPM certification or PE license within two years.
• Minimum five years managing public works/public utility projects.
• Two years of supervisory experience.
• Experience with Primavera or MS Project preferred.
• Strong written and verbal communication skills.

Responsibilities

• Oversees all capital projects from inception to completion.
• Coordinates resources across operations, engineering, and field staff.
• Develops scopes of work and cost estimates for RFPs.
• Monitors schedules and budgets; implements corrective actions.
• Ensures compliance with regulations and safety standards.
• Prepares management reports on project progress.
