Job summary

CareOregon is seeking a Business Analyst III – TMO to lead complex analysis across the Transformation Management Office and the Strategic Growth and Resilience portfolio. You will act as a trusted advisor, translating strategy into actionable requirements and guiding cross-functional initiatives to measurable value.

The role requires at least five years of business analysis experience, strong governance and stakeholder facilitation skills, and the ability to work in a hybrid environment.

Qualifications

• Minimum 5 years in business analysis or related fields.
• Healthcare or regulated environments preferred.
• Experience with enterprise portfolio management and transformation.

Responsibilities

• Lead complex business needs elicitation, analysis, validation, and governance across initiatives.
• Translate strategies into actionable capabilities and roadmaps.
• Design stakeholder engagement strategies and executive workshops.
• Ensure traceability from objectives to benefits realization.
• Identify risks, dependencies, and mitigation actions.
• Support governance, prioritization, and portfolio planning.
