Business Analyst III - 6 month temporary role

This position is responsible for leading complex business analysis efforts for strategic initiatives within the Transformation Management Office (TMO), CareOregon's Strategic Growth and Resilience (SGR) portfolio, and other enterprise priorities. Operating with a high degree of independence, this position serves as a trusted advisor to business and organizational leaders, providing strategic analysis, facilitating cross-functional alignment, and driving informed decision-making across complex initiatives. The Business Analyst III – TMO leads the elicitation and evaluation of business needs, identifies organizational impacts and dependencies, recommends solutions to complex business challenges, and helps ensure initiatives deliver measurable business value and organizational outcomes. This position serves as a subject matter expert in business analysis practices and provides mentoring, guidance, and leadership to analysts, project teams, and stakeholders. Essential Responsibilities

Business Analysis and Requirements Lead the elicitation, analysis, validation, and management of highly complex business needs, enterprise requirements, regulatory obligations, business rules, risks, dependencies, and success measures across multiple initiatives or value streams. Translate enterprise strategies, organizational priorities, and complex operational challenges into actionable business capabilities, requirements, decision frameworks, and implementation roadmaps. Design and facilitate complex stakeholder engagement strategies, executive workshops, and cross-functional requirements activities to resolve ambiguity, align priorities, and drive decision making. Establish and oversee end-to-end traceability between strategic objectives, business value, solution design, implementation outcomes, and benefit realization. Proactively identify enterprise risks, organizational impacts, dependency conflicts, and readiness considerations, recommending mitigation strategies and governance actions.

Portfolio Planning, Intake and Governance Support Lead demand intake, strategic initiative assessment, portfolio planning, and investment prioritization activities across multiple business areas. Partner with executive sponsors, business owners, and portfolio leaders to develop and maintain complex business cases that support enterprise investment decisions. Serve as a key contributor to governance processes, stage-gate reviews, roadmap development, portfolio sequencing, and strategic prioritization decisions. Analyze enterprise-wide impacts and dependencies across business units, regulatory requirements, technology platforms, vendors, operations, and strategic initiatives. Develop high-level analyses and recommendations that inform investment decisions, resource allocation, risk management, and organizational priorities.

Process Improvement, Operational Analysis and Value Realization Lead enterprise process analysis efforts to identify transformational opportunities, strategic risks, operational efficiencies, and organizational improvements. Advocate for advanced process improvement methodologies and facilitate large-scale improvement efforts that drive measurable organizational outcomes. Partner with senior leaders to establish value realization frameworks, benefit tracking strategies, performance measures, and success criteria. Integrate complex operational, financial, customer, regulatory, and performance data to develop strategic recommendations and influence decision making. Lead post-implementation assessments, evaluate realized business value, and recommend enterprise-level enhancements to processes, products, services, or operating models.

Stakeholder Facilitation and Communication Serve as a trusted partner to executives, business leaders, and cross-functional stakeholders on business analysis, operational strategy, and organizational change. Lead high-impact workshops, strategic planning sessions, and complex stakeholder engagements involving competing priorities and interests. Communicate complex business issues, strategic risks, organizational impacts, and recommendations to executive and senior leadership audiences. Influence alignment and consensus across enterprise stakeholders through facilitation, negotiation, analytical insight, and data-driven recommendations. Develop and deliver communications, briefing materials, governance presentations, and strategic reporting that support organizational decision making.

Solution Validation, Testing and Implementation Support Lead evaluation and validation efforts for complex business, technology, data, vendor, and operating model solutions to ensure alignment with strategic objectives and organizational needs. Provide oversight and guidance for testing strategy, business readiness, implementation planning, and solution adoption activities. Direct complex issue analysis and resolution efforts, ensuring business impacts, risks, and corrective actions are appropriately assessed and managed.

Documentation, Tools and Practice Maturity Establish standards for business analysis documentation, quality, consistency, and governance across initiatives and teams. Lead continuous improvement efforts related to methodologies, templates, tools, and business analysis best practices. Ensure enterprise documentation and knowledge assets support operational continuity, compliance, governance, and organizational learning. Drive maturity of business analysis practices through leadership, thought partnership, process improvements, and cross-functional engagement. Mentor and provide ongoing coaching to junior Business Analysts and stakeholders on advanced business analysis methods, tools, and practices.

Administration Actively participate in business unit planning, performance metrics, and continuous improvement activities. Participate in communities of practice, learning opportunities, tool maturation, and other pathways to build enterprise capability in business analysis and transformation delivery. Perform other duties as needed.

Experience and/or Education Required Minimum 5 years’ of experience in business analysis, business systems analysis, process analysis, project analysis, strategic planning support, portfolio support, operations analysis, or related work. Preferred Experience in healthcare, managed care, government programs, public sector, or other highly regulated environments. Experience supporting enterprise portfolio management, transformation efforts, strategy execution, or large cross-functional initiatives. Experience with business case development, KPI and benefits tracking, value realization, and financial or operational analysis. Experience with Agile, Waterfall, or Hybrid delivery methodologies; process improvement approaches such as Lean or Six Sigma; and relevant business analysis, project management, Agile/Scum, or change management training/certifications.

Knowledge, Skills and Abilities Required Knowledge Excellent knowledge of business analysis principles, requirements lifecycle management, stakeholder analysis, process mapping, current-state/future-state analysis, and solution validation. Advanced knowledge of portfolio, program, and project management concepts, including demand intake, prioritization, governance, risks/issues/decisions, stage-gate processes, and benefit realization. Extensive knowledge of process improvement and operational analysis methods, including root-cause analysis, value-stream thinking, workflow redesign, and measurement planning. Deep understanding of healthcare or health plan operations, member and provider impacts, regulatory/compliance considerations, data privacy, and the importance of equitable access and outcomes preferred. High degree of understanding of both business and technical solution delivery concepts, including data, reporting, system integration, vendor solutions, testing, implementation readiness, and sustainment. Strong knowledge of project management tools such as Microsoft Visio, Mural, Smartsheet, Jira/Azure DevOps, SharePoint/Teams, Power BI/Tableau, or similar collaboration, documentation, workflow, and reporting tools.

Ability to identify risks, dependencies, downstream impacts, readiness needs, and decision points, and to escalate issues appropriately. Ability to use data responsibly to support decision-making, measure progress, and evaluate outcomes. Strong skills in Microsoft Office and collaboration/planning tools; ability to learn and use CareOregon defined workflows, templates, systems, and repositories. Ability to maintain a high degree of professionalism, discretion, and judgment when working with sensitive operational, financial, member, provider, or employee-related information. Ability to accept direction and feedback, adapt to change, and tolerate and manage stress. Ability to see, read, and perform repetitive finger and wrist movement for at least 6 hours/day. Ability to hear and speak clearly for at least 3-6 hours/day.
