Plan and facilitate stakeholder interviews, requirements workshops, discovery sessions, and fact-finding activities. Elicit, analyze, document, validate, prioritize, and manage business and system requirements. Distinguish mandatory business requirements from desired features, enhancements, and stakeholder preferences. Translate business needs into functional requirements, business rules, use cases, process models, workflows, user stories, and measurable acceptance criteria. Establish and maintain requirements traceability from the original business need through design, development, testing, implementation, and acceptance. Review proposed requirements and solutions to verify alignment with business objectives and expected outcomes. Identify incomplete, conflicting, ambiguous, or untestable requirements and coordinate their resolution. Facilitate communication and agreement among business stakeholders, developers, system administrators, security personnel, project managers, and agency leadership. Explain technical concepts to nontechnical stakeholders using clear, understandable language. Prepare executive briefings, decision papers, recommendations, meeting summaries, and status reports.
Document current-state and future-state business processes. Develop workflow diagrams, business-process models, process flows, use cases, system-context diagrams, and related analytical artifacts. Use Microsoft Visio or comparable modeling tools to document business and system processes. Evaluate existing processes for effectiveness, efficiency, risk, customer experience, and alignment with organizational objectives. Identify process gaps, bottlenecks, redundancies, manual activities, duplicate functionality, and unnecessary handoffs. Recommend improvements involving workflow simplification, automation, modernization, shared services, system integration, and improved customer service. Analyse cross-functional and interdepartmental dependencies and incorporate them into requirements and implementation planning. Define measurable outcomes and performance indicators for proposed process improvements. Support business-process redesign, implementation planning, organizational readiness, and post-implementation assessment.
Analyze current business applications, system capabilities, interfaces, data flows, users, and operational dependencies. Maintain an inventory and assessment of agency applications, capabilities, dependencies, limitations, and anticipated business needs. Evaluate whether existing applications support current business objectives and statutory responsibilities. Identify opportunities to consolidate applications, reduce duplicate capabilities, eliminate manual processing, and improve interoperability. Support application modernization, configuration, testing, maintenance, enhancement, and implementation activities. Collaborate with technical teams to assess solution feasibility, constraints, dependencies, security requirements, and implementation risks. Support system development lifecycle and Agile delivery activities, including backlog refinement, sprint planning, demonstrations, testing, and acceptance. Participate in solution reviews and verify that completed capabilities satisfy approved requirements.
Serve as the functional liaison among EEOC FOIA program personnel, business stakeholders, records-management personnel, and information-technology teams. Analyze FOIA intake, review, assignment, search, processing, redaction, approval, correspondence, release, appeal, reporting, and records-management workflows. Assess FOIA case-management systems and related applications for operational effectiveness, statutory support, data quality, usability, accessibility, and reporting capability. Identify opportunities to improve FOIA processing efficiency, transparency, customer communications, reporting, automation, and records management. Develop business and functional requirements for FOIA system configuration, enhancement, maintenance, integration, or modernization. Support implementation, configuration, testing, deployment, and continuous improvement of FOIA case-management systems. Analyze interfaces and dependencies among FOIA systems, document repositories, correspondence tools, reporting platforms, identity services, and other agency applications. Support development of FOIA reports, dashboards, workload measures, processing metrics, and management information. Validate that proposed FOIA technology solutions support applicable statutory, privacy, security, accessibility, and records-management requirements. Prepare user documentation, process guidance, training materials, and knowledge articles. Assist FOIA users during testing, deployment, process changes, and system transition.
Develop test scenarios, test cases, expected results, acceptance criteria, and requirements traceability. Coordinate business and user-acceptance testing. Record, classify, and track defects, requirements questions, decisions, and corrective actions. Verify that defects and requirements gaps are resolved before acceptance. Support implementation planning, stakeholder communications, training, data validation, and operational transition. Conduct post-implementation reviews and document outcomes, lessons learned, and improvement opportunities. Maintain complete, accurate, and current analytical records in Government-approved repositories.
Candidates must satisfy one of the following education and experience alternatives: Bachelor's degree in Business Administration, Information Systems, Management, or a related field; or At least eight years of relevant professional experience in lieu of a degree. Candidates must also possess: A current professional Business Analysis certification. Demonstrated experience in business-process analysis, requirements management, process improvement, and stakeholder engagement. Experience eliciting, documenting, validating, and managing business and system requirements. Experience developing business-process models, workflow diagrams, use cases, process flows, functional requirements, and acceptance criteria. Experience facilitating interviews, workshops, requirements sessions, and stakeholder reviews. Experience translating business needs into requirements that technical teams can implement and test. Experience analyzing enterprise applications, organizational capabilities, system dependencies, and business processes. Experience supporting system testing, user-acceptance testing, implementation, or modernization. Strong written and verbal communication skills. Strong analytical, facilitation, presentation, organization, and problem-solving skills. Ability to work with technical and nontechnical stakeholders at multiple organizational levels. Ability to prepare clear, accurate, and complete reports and analytical documentation. Ability to work full time onsite at EEOC Headquarters in Washington DC. Ability to satisfy EEOC background-investigation and system-access requirements.
The candidate must possess a current professional Business Analysis certification. Relevant certifications may include: Certified Business Analysis Professional Certification of Capability in Business Analysis Entry Certificate in Business Analysis when supported by sufficient senior-level experience PMI Professional in Business Analysis Certified Business Analyst Professional. Another recognized and current business-analysis certification. Certification status and expiration date must be clearly identified on the candidate's resume.
Eight or more years of progressively responsible business-analysis experience. Experience supporting a Federal agency or similarly regulated organization. Experience working as a Senior Business Analyst, Business Systems Analyst, or Functional Analyst on enterprise information-technology programs. Experience supporting FOIA programs, FOIA case-management systems, public-records systems, legal case-management systems, or comparable regulatory workflows. Knowledge of the Freedom of Information Act and associated intake, processing, review, redaction, release, appeal, reporting, and records-management activities. Experience with FOIA platforms such as FOIAXpress, GovQA, SecureRelease, Relativity, or comparable case-management technology. Experience with Microsoft Visio, SharePoint, Microsoft 365, Power Apps, Power Automate, Azure DevOps, Jira, Confluence, or comparable tools. Experience using BPMN, UML, Lean, Agile, Scrum, or comparable analysis and process-improvement methods. Knowledge of system development lifecycle practices and requirements traceability. Familiarity with Federal privacy, information security, records management, and Section 508 accessibility requirements. Experience developing management reports, dashboards, workload measures, and performance indicators. Experience supporting organizational change, stakeholder communications, training, and technology adoption.
