BTI is seeking a Senior Business Analyst to support the EEOC by analyzing business operations, gathering requirements, documenting processes, and identifying modernization opportunities. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.
Position Overview

The Senior Business Analyst will support the U.S. Equal Employment Opportunity Commission (EEOC) by analyzing business operations, gathering and managing requirements, documenting agency processes, and identifying opportunities for modernization and operational improvement.

This position will serve as the primary liaison between EEOC business units and technical teams, including Office of the Chief Information Officer (OCIO) personnel. The Senior Business Analyst must be able to translate business needs into clear, actionable requirements and explain technical concepts in language that business stakeholders can readily understand.

Key Responsibilities
Business and Process Analysis
  • Analyze current and proposed business processes to determine their effectiveness and alignment with agency objectives.
  • Identify operational gaps, redundant activities, inefficient workflows, manual processes, and duplicate system functionality.
  • Evaluate existing business applications, processes, and capabilities.
  • Recommend solutions that improve operational performance, customer service, system integration, and overall business outcomes.
  • Identify opportunities to leverage shared services and streamline agency operations.
  • Support business-process redesign, automation, modernization, and continuous improvement initiatives.
Requirements Management
  • Conduct stakeholder interviews, workshops, working sessions, and fact-finding meetings to gather business and functional requirements.
  • Document, analyze, validate, and manage business requirements throughout the project lifecycle.
  • Translate business needs into clearly defined functional and technical requirements.
  • Develop use cases, business rules, user stories, acceptance criteria, and other requirements documentation, as applicable.
  • Maintain requirements traceability and support the resolution of requirement gaps, conflicts, and changes.
  • Work with technical teams to ensure proposed solutions accurately address documented business needs.
Process Documentation and Modeling
  • Create business-process models, workflow diagrams, process maps, and process-flow documentation.
  • Use Microsoft Visio or similar tools to illustrate current-state and future-state business processes.
  • Document system interactions, operational dependencies, decision points, data flows, and stakeholder responsibilities.
  • Develop gap analyses and recommendations for improving business processes and supporting technologies.
  • Maintain clear, accurate, and current business-analysis documentation.
Systems and Capability Assessment
  • Evaluate existing agency applications, systems, and business capabilities.
  • Develop and maintain an inventory of agency systems, applications, functions, and capabilities.
  • Identify overlapping capabilities, obsolete processes, integration challenges, and modernization opportunities.
  • Assess whether proposed technology solutions support EEOC’s operational and customer-service requirements.
  • Recommend opportunities to consolidate systems, reduce duplicate functionality, eliminate manual processes, and improve interoperability.
Stakeholder Engagement
  • Facilitate discussions involving technical and non-technical stakeholders.
  • Collaborate with business representatives, department leadership, OCIO personnel, subject-matter experts, developers, project managers, and other stakeholders.
  • Serve as the liaison between EEOC business units and technical teams.
  • Communicate technical concepts in clear, business-friendly language.
  • Present findings, process models, requirements, risks, and recommendations to agency leadership.
  • Build stakeholder consensus and obtain approval of documented requirements and proposed process changes.
Required Qualifications
  • Bachelor’s degree in Business Administration, Information Systems, Management, or a related field.
  • Demonstrated experience with business-process analysis and process improvement.
  • Experience gathering, documenting, analyzing, validating, and managing business requirements.
  • Experience facilitating interviews, workshops, and requirements-gathering sessions.
  • Experience serving as a liaison between business stakeholders and technical teams.
  • Demonstrated ability to develop workflow diagrams, process maps, use cases, and process-flow documentation.
  • Proficiency with Microsoft Visio and Microsoft Office applications.
  • Experience evaluating business applications, systems, processes, and organizational capabilities.

Education substitution: In lieu of a bachelor’s degree, candidates must possess at least eight years of relevant professional experience performing business analysis, requirements management, process improvement, and stakeholder-engagement activities.

Preferred Qualifications
  • Experience supporting a federal government agency or government contractor.
  • Experience working with federal OCIO organizations and technology-modernization initiatives.
  • Experience with business-process reengineering, workflow automation, shared services, application modernization, or systems integration.
  • Experience maintaining application portfolios or system and capability inventories.
  • Familiarity with Agile, Waterfall, or hybrid project-delivery methodologies.
  • CBAP, PMI-PBA, CCBA, Lean Six Sigma, or similar business-analysis or process-improvement certification.
  • Experience using requirements-management, collaboration, or project-management tools.
