Job summary

The Colorado Department of Human Services (CDHS) seeks a senior budget and policy professional to lead fiscal operations for TANF, Adult Financial, and DEWS programs. You will develop advanced budgeting methodologies, analyze legislative changes, and provide guidance to county executives and partner agencies.

Responsibilities include multi-million-dollar budget management, MOE calculations, and data-driven policy recommendations, with collaboration across CDHS divisions and external stakeholders.

Qualifications

• Eight (8) years of full-time professional work experience in budgeting, fiscal policy, or resource planning.
• Bachelor's degree from an accredited college or university in accounting, finance, public administration, public policy, economics, or a closely related field + 4 years of relevant experience; CPA licensure may substitute for degree and two years of experience.
• Graduate degree (MPA/MPP/MBA) may count toward 2 years of general experience.

Responsibilities

• Act as staff authority for fiscal operations of TANF, Adult Financial, and DEWS programs.
• Develop and implement budget methodologies, forecasting, and fiscal priorities.
• Lead regulatory and fiscal note development for legislative actions and provide policy guidance to senior leadership.
• Design and oversee multi-million-dollar allocations, expenditure monitoring, and predictive modeling.
• Coordinate with state agencies and counties to resolve fiscal policy conflicts.
