Job summary

Maryland Department of Human Services (DHS) in Baltimore seeks a Lead Budget Analyst to provide staff support for a budget team handling the central and local DHS budgets. You will lead development, negotiation and execution of Social Services Administration/Child Welfare budgets and supervise lower-level staff.

You will ensure funds are obtained and managed in compliance with state and federal guidelines, and you will support governance and program planning across the department.

Qualifications

• Eight years of experience in budget preparation, presentation and execution.

Responsibilities

• Evaluate financial systems and data structures to establish robust monitoring methodologies across programs.
• Analyze fiscal data to assess impacts, program success, and compliance with regulations and grant proposals.
• Maintain fiscal integrity and oversight of agency budgets, projections and reports for OB F management and executive staff.
• Prepare budget instruction guidelines and distribute to central and local departments for standardized submissions.
• Gather and evaluate prior-year expenditures to identify trends and project future funding needs.
