Job summary

Maryland Department of Human Services (DHS) seeks a Lead Budget Analyst to support a budget team, develop and execute social services budgets, and oversee lower-level staff. The role ensures funds are aligned with state and federal guidelines and departmental goals.

The position involves analyzing fiscal data, preparing guidance, and presenting budget recommendations to management while coordinating with central and local departments.

Qualifications

• Bachelor's degree or higher may substitute for the required experience in budget preparation, presentation and execution.
• Experience requirements include eight years in budget preparation, presentation and execution.

Responsibilities

• Systematically evaluates financial systems and data to establish monitoring methodologies across departmental programs.
• Analyze fiscal data to assess program impact and compliance with regulations and grant proposals.
• Maintain fiscal integrity and oversee budgets, expenditures, and routine financial reports for OBF management and executives.
• Prepare budget instruction guidelines for central and local departments to standardize submissions.
• Evaluate prior-year expenditures to identify trends and projection needs for future funding.
• Review submissions, justify funding levels and defend recommendations to OBF management.
• Provide administrative support and oversee program projects and meetings as directed.
• Participate in internal meetings and workgroups to ensure governance.
