Job summary

The Washington State Office of the Attorney General is seeking a Senior Operational Budget Manager to lead AGO’s operational budget activities, ensuring accuracy and alignment with AGO priorities and OFM standards. The role requires strategic budgeting, data analysis, and collaboration with executive leadership to support statewide initiatives.

Qualifications

  • Minimum of six years of government budget and finance experience (three biennial cycles) with increasing levels of responsibility.

Responsibilities

  • Serve as the AGO’s budget office’s subject-matter expert for complex programs and budget issues.
  • Interpret and apply state financial laws, policies, and practices to ensure budget compliance.
  • Monitor spending, resolve budget variances, and recommend process or policy improvements.
  • Provide strategic budget guidance to leadership and AGO divisions.
  • Monitor and recommend resource distributions across all funds, locations, and divisions as demonstrated by producing all OFM required allotment packets, balancing with AGO expenditure authority, matching to the AGO expenditure plans, and incorporating the payment of administrative overhead costs by the applicable fund source.
  • Conduct and disseminate research and data reporting for all tasks in a clear and concise manner.
  • Respond to requests from AGO leadership, OFM, and the Legislature by conducting budget and policy analysis, preparing detailed analytical reports with supporting documentation, doing so in a succinct, timely and accurate manner.
  • Develop briefing memos and presentations regarding complex budget issues to convey financial concepts to varying audiences.
  • Work in a team environment to review and streamline practices across FIS.
  • Use problem solving and technical expertise to ensure the OFM Central Service Model (CSM) legal service allocations by client is accurate and complete.
  • Assist and back-up the Senior Policy Budget Manager with legislative oversight regarding fiscal notes and decision package requests while working closely with AGO divisions and client agencies.
  • Participate on or lead committees as needed to conduct Divisional Financial Reviews (DFR) and other workgroups.
