Job summary

The State of Washington is seeking a senior Budget Forecast Administrator for the Home and Community Living Administration – Management Services Division. You will lead budget development, forecasting, and financial modeling to inform service investments and policy decisions.

You will supervise a team of 12 professionals, collaborate with executive leaders and state partners, and guide complex fiscal notes and legislative budget requests within a dynamic budget cycle.

Qualifications

• At least 10 years in budget development and financial reporting.
• 3+ years supervising professional staff.
• Understanding of Washington state’s financial environment.

Responsibilities

• Lead the development, submission, implementation, and monitoring of biennial and supplemental budgets.
• Direct Medicaid caseload and expenditure forecasts with data-driven adjustments.
• Supervise and develop staff, fostering inquiry and growth.
• Serve as primary resource for executives and stakeholders on budget and forecast questions.
• Guide the preparation of fiscal notes, budget requests, and financial reports.
• Participate in financial modeling for complex issues and rate development.
