Job summary

GovCIO is hiring a Senior Budget and Financial Analyst to support DHS ICE financial management, strategic planning, and program analysis. The role focuses on budget execution, data calls, and reporting for the Wyoming Sub-Field Office, with on-site responsibilities in the United States.

The ideal candidate has 8+ years of experience in dynamic customer delivery environments and a Bachelor's degree (or commensurate experience).

Qualifications

• Bachelor's degree required; 8+ years in dynamic customer delivery environments; master’s degree may substitute two years of experience.
• In-depth knowledge of federal budget planning, formulation, execution, and portfolio management.
• Clearance: U.S. citizenship required for DHS clearance; DHS clearance preferred.
• Experience creating and maintaining project documentation and providing meeting support (scheduling, materials, minutes, follow-up).
• Ability to work independently in a fast-paced setting with competing priorities and changing directions.

Responsibilities

• Provide financial data reporting and business analytics for mission-driven taskings and requirements.
• Participate in budget analysis for formulation, execution, and multi-year planning with stakeholders.
• Monitor execution-year budgets, obligations, and funding, recommending alignment with priorities.
• Develop costing data, financial analysis, and program analysis to identify savings and risks.
• Capture budget requirements, analyze portfolio issues, and support resolution activities.
• Support budgeting and financial planning for the field office; respond to data calls and ad hoc requests.
• Develop recommendations and deliverables, including white papers, briefings, and risk assessments.
• Collaborate with cross-functional teams to gather information and meet government taskings and deadlines.
• Coordinate project requirements, schedules, and dependencies to ensure on-time, compliant deliverables.
• Create and maintain SOPs, status reports, and other program artifacts.
