Job summary

GovCIO is hiring a Senior Budget and Financial Analyst to support DHS ICE budgeting, planning, data analytics, and reporting at the Wyoming subtier office. The role focuses on budget execution, government taskings, data calls, and program analysis to drive mission alignment.

Ideal candidates will have a Bachelor's degree (or commensurate experience) and 8+ years in customer delivery environments; DHS or government agency experience is preferred.

Qualifications

• Bachelor's degree or commensurate experience required.
• 8+ years in dynamic customer delivery environments; Master's may substitute for experience.
• Experience with DHS or other U.S. government agencies preferred.

Responsibilities

• Provide financial data reporting and business analytics to financial taskings and requirements executed for mission needs.
• Participate in budget analysis for formulation, execution, and Multi-Year Planning activities, coordinating requirements and exercises with stakeholders.
• Monitor execution-year budget figures and funding obligations; analyze budgetary needs and recommend alignment with mission priorities.
• Develop and apply costing data, financial analysis, and program analysis techniques to identify savings, risks, and opportunities for improved business value.
• Capture budget requirements, analyze portfolio and product issues, and lead or support resolution activities aligned with program outcome objectives.
• Support the identification, analysis and planning for budgeting and financial requirements for the field office.
• Develop financial and program management recommendations and support deliverables, including white papers, issue papers, risk assessments, briefings, and decision materials.
• Collaborate with stakeholders, mission support, field office personnel, and cross-functional teams to collect information and respond to government taskings, data calls, and ad hoc assignments.
• Coordinate project requirements, deadlines, schedules, and dependencies to ensure teams remain on track and deliverables meet compliance and quality standards.
• Create, maintain, and update project documentation, including Standard Operating Procedures (SOPs), status reports, communication plans, meeting materials, and other program artifacts.
• Assess client needs, issues, and challenges; conduct gap analyses and recommend practical, timely solutions.
