Job summary

City of New York seeks a Senior Advisor in the Fiscal and Business Management (FBM) line of service to provide complex data analysis, policy insight, and support for the agency’s expense, revenue, and capital budgets. Reporting to the Deputy Commissioner of the Fiscal and Business Management, the role focuses on budgeting analytics, strategy, and operational efficiency across multiple budget areas.

Qualifications

• Master's degree in economics, finance, accounting, business or a related field with substantial budgeting/financial analysis experience.
• Bachelor's degree with four years of professional experience in fiscal/financial administration or related areas.
• Experience with budgeting processes, revenue and capital budgeting, and financial policy development.
• Strong analytical, interpersonal and communication skills; ability to work independently and in teams.
• Knowledge of city budget rules and related tools is a plus.

Responsibilities

• Support annual budget process with detailed analysis and forecasting; report findings to Deputy Commissioner.
• Coordinate with DCAS LOS to project expenses and identify areas for operational review.
• Review expenditures and revenue to identify opportunities for revenue generation.
• Develop analyses to support funding requests and Office of Management and Budget coordination.
• Coordinate responses for agency budgets and perform ad hoc analyses as needed.
• Formulate recommendations to the Deputy Commissioner of Finance and senior management on budget issues.
• Advise on updates to finance policies for agency-wide implementation in FBM.
• Develop long-term budget planning and governance strategies.
