Job summary

The City of New York seeks a Staff Analyst to support the Division of Budget and Capital Program Management Expense Budget unit. The role focuses on monitoring the agency’s PS budget, processing budget modifications, and preparing detailed reports for senior management.

The ideal candidate has a strong background in public budgeting, communications skills, and proficiency with budget systems; prior DOT or city agency experience is preferred.

Qualifications

• Master's degree in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
• Bachelor's degree with two years of professional experience in budget/finance/administration or related fields; or
• Associate degree and four years of relevant professional experience as described; or
• Four-year high school diploma and six years of relevant professional experience; or
• Combination of education and/or experience with substitution of college credits for experience; high school diploma required
• To be eligible for Assignment Level II, one additional year of professional experience is required after meeting minimums.

Responsibilities

• Monitor and analyze the agency’s PS budget and related spending.
• Review proposed personnel actions for compliance with headcount and funding.
• Prepare and process budget modifications and PS accruals.
• Prepare and distribute biweekly, monthly and ad hoc reports for divisions.
• Collaborate with Budget Office and operational partners to develop analyses and recommendations for senior management.
