Job summary

Department of Citywide Administrative Services (DCAS) in New York City is seeking a Senior Advisor within the Fiscal and Business Management (FBM) Line of Service to provide complex data analysis, policy insight, and strong budget management across agency budgets.

Reporting to the Deputy Commissioner of Finance, the role supports the preparation and management of expense, revenue, and capital budgets, performs in-depth reviews, and develops strategic recommendations to improve efficiency and

Qualifications

• Master’s degree and two years of professional experience in budget or fiscal management, with 18 months in executive/managerial capacity.
• Bachelor’s degree and four years of professional experience, including 18 months in supervisory capacity.
• Associate degree or 60 semester credits with six years of relevant experience, including 18 months in supervisory capacity.
• High school diploma with eight years of full-time experience, including 18 months in supervisory capacity.
• Combination of education and/or experience may substitute for the above, with at least two years of related experience.

Responsibilities

• Support annual budget processes with detailed analysis and forecasting of expenditures.
• Coordinate with DCAS Lines of Service to project expenses and focus areas for review.
• Review expenditures and revenue to maximize opportunities for revenue generation.
• Develop analyses to support new needs requests in coordination with DCAS lines of service.
• Coordinate responses to internal and external budget requests and perform ad hoc analysis.
• Formulate recommendations and advise senior management on surplus/deficit and special budget circumstances.
• Advise on budget operations updates and governance structures for agency-wide implementation.
• Develop strategies for long-term budgetary planning and governance improvements.
