Job summary

Dynanet Corporation is seeking an Enterprise Tools Administrator to serve as Key Personnel on a federal health agency program, owning Jira, Confluence, Jira Service Management, GitHub Enterprise, Okta, and related collaboration tools.

You will manage provisioning, access governance, scripts, CI/CD integration, and security controls across a large user base, while delivering zero-downtime upgrades and auditable results.

Qualifications

• Bachelor's degree in CS, information systems, or related field.
• 7+ years of enterprise tool administration experience.
• 4+ years administering the Atlassian suite at scale (Jira, Confluence, Jira Service Management).
• Experience administering an enterprise SSO solution (Okta preferred).
• Strong Terraform, API automation, and testing experience.
• Ability to design auditable access governance and least-privilege controls.
• Experience delivering zero-downtime upgrades for collaboration platforms.

Responsibilities

• Administer, configure, integrate, monitor, and upgrade the enterprise toolset and plugins.
• Serve as SME for Okta SSO across Atlassian and other apps.
• Manage user provisioning/deprovisioning and access governance.
• Administer GitHub Enterprise with org governance and repo policy.
• Adopt IaC practices using Terraform with version-controlled configs.
• Develop automated browser and API tests for administered tools.
• Plan deployment strategies enabling no-downtime upgrades.
• Monitor licenses and TLS certificates and rotate as needed.
• Maintain tool API catalogs and publish docs for automation.
• Develop runbooks and operations knowledgebase for troubleshooting.
• Maintain Authority to Operate and support security audits.
• Conduct security testing and coordinate remediation with security teams.
• Draft user communications for upgrades, licensing, and sunset activities.
• Maintain monitoring and incident response for the tool estate.
