Job Description
As a Senior Analyst Supervisor, and part of the policy and legal affairs team of a federal agency, the candidate will provide support in writing, editorial, and technical assistance with respect to the development of procedures and responses to outside inquiries. In addition, the Senior Analyst, Policy - Supervisor will supervise other designated contractor staff supporting the same federal division.
Position Duties
- Draft, edit, format, and review responses, recommendations, policies, procedures, reports, and other documents for grammar, accuracy, and compliance.
- Manage and coordinate the approval and clearance process and provide updates to leadership as needed.
- Provide research and editorial support to the Intergovernmental Affairs team on relevant issues including child welfare systems, foster care, child abuse and neglect child and adolescent mental health, family reunification, etc.
- Coordinate with the data team to collect information and compile responses to Freedom of Information Act (FOIA) requests, congressional inquiries, other inquiries and questions from other stakeholders.
- Review and edit procedures and program guidance regarding program clients and other populations served by the agency.
- Coordinate internal and external reviews and compile recommendations for the policy team based on feedback received.
- Conduct research to inform the development of talking points, memoranda, reports, briefings, analyses, and other materials provided to interested parties.
- Support inter-agency and intra-agency coordination of agency program functions.
- Support development and review of content for meeting agendas, reports, and responses to executive and Congressional inquiries.
- Perform tasks related to document and knowledge management.
- Support special projects as needed.
Supervisory duties
- Act as mentor and provide training and technical assistance to Policy and Legal Affairs contractors as needed.
- Performance Management and Onboarding:
- Monitors and supports the progress of individual team members on an ongoing basis to ensure that the team is supported and meets all expectations and timelines.
- Provides updates and new guidance to the team as needed per division requirements.
- Provides technical assistance to team members as needed.
- Provides training for new staff on all elements of the division's programming and GDIT processes.
- Monitors program areas being supported by GDIT staff and provide suggestions on process improvement when applicable.
- Provides oversight of the quality of work and deliverables to the customer.
- Monitors staff performance, providing additional training and feedback as needed.
- Completes Performance Improvement Plans (PIPs) as necessary.
- Completes annual performance evaluations and monitors staff's progress towards annual goals.
- Reviews monthly reports; approves and submits consolidated reports as needed.
- Reviews and approve timecards, leave requests, and expense reports as applicable.
- Supports PMO with recruitment efforts including conducting interviews.
- Develops and maintains training materials, job aids, and SOPs to support the team's performance.
- Serves as primary point of contact for stakeholder questions, requests, and concerns related to the policy and legal affairs contractor team.
Qualifications
- Requires a BS/BA degree in public policy, social work, law, journalism, or a related field and at least 8+ years of relevant experience.
- Requires at least 2 years of supervisory experience.
- Strong copy-editing, research, and writing skills
- Background in law or social work preferred, but not required
- Experience working with immigrant, refugee, and underserved populations is preferred
- Excellent verbal and written communication skills
- Experience in Adobe product suite preferred
- Strong technical skills including MS Office tools (including Excel and SharePoint)
- Demonstrated experience in editing/managing documents for internal and external stakeholders
- Demonstrated experience in scholarly research and drafting documents for leadership and/or other stakeholders
- Experience with drafting, maintaining and implementing Standard Operating Procedures (SOPs).
Additional Requirements
- This position requires an existing MBI T2 Public Trust or the ability to obtain one.
- This role is 100% remote, however preferred location for this candidate would be in Washington, DC.
The likely salary range for this position is $83,300 - $112,700. This is not, however,
