Job summary

Phillips 66 Company is seeking a Sr Environmental Specialist I in Roxana, IL to interpret regulatory requirements and guide refinery operations toward compliant, cost‑effective air solutions.

You will lead Title V/permitting activities, monitor emissions, and collaborate with cross‑functional teams to ensure permit readiness and regulatory alignment across projects and maintenance work. This role emphasizes problem‑solving, teamwork, and tangible environmental impact.

Qualifications

• Legally authorized to work in the job posting country.
• Bachelor’s Degree.
• 5+ years of air compliance, air permitting, or relevant experience.
• Proficiency with EPA regulations including Title V, NSR/PSD, NESHAPS, NSPS, MACT.
• Possess a valid driver’s license.
• Willing to obtain a Transportation Worker Identification Card (TWIC).
• Willing to travel up to 5%; operate company vehicle up to 10%; work extended hours; handle up to 50 pounds; climb ladders/stairs up to 200 feet; work near hazardous conditions.

Responsibilities

• Coordinate air compliance and regulatory support for refinery operations to meet permits and company standards.
• Interpret and apply federal, state, and local air regulations for operations and projects.
• Lead Title V and construction permit activities and support air impact evaluations for unit changes.
• Monitor emissions, perform calculations, and maintain records for inspections.
• Support air inspections and regulatory interactions with regulators and internal teams.
• Prepare and maintain air permits, compliance reports, and related documentation.
• Assess air impacts during management of change activities before implementation.
• Communicate air regulatory updates to refinery teams and develop air compliance training.
